When you’re an Elderly U.S. Veteran or spouse of a Veteran beginning to apply for monetary assistance from the Veteran Administration, it can be confusing and burdensome to ensure that you meet all the requirements and report your countable income accurately to determine qualification for Veterans’ Pension or the Aid and Attendance benefit and get the financial assistance you deserve as soon as possible.

The cost of daily living can become incredibly burdensome for low-income Elder U.S. Veterans, especially with a family to support, medical expenses, or professional caregiving expenses to pay. The Aid and Attendance benefit increases the eligible individual’s monthly pension amount if they can prove that they require the aid of another person to perform essential activities of daily living. The VA regional office requires a physician’s report that validates the individual’s need for personal care.

Veterans’ Pension Requirements:

  • At least 90 days of active duty with at least one day during a wartime period: World War II, Korean War, Vietnam War, Gulf War
  • Age 65 and older, OR totally disabled, OR receiving Supplemental Security Income, etc.
  • Must have countable income that is lower than the Maximum Annual Pension Rate set by Congress.

Aid and Attendance Benefit Requirements:

  • Must meet requirements of Veterans’ Pension (See above for list of requirements)
  • May be eligible, even if countable income is greater than the Maximum Annual Pension Rate.
  • Must require the aid of another person to perform everyday personal care functions such as bathing, feeding, dressing, and safety.
  • Must write report to local VA regional office that includes copies of evidence that validates need for living assistance from another person. Detailed physician’s report should be sufficient.
